Where does the stock of Chicago Bears safety DeAndre Houston-Carson stand heading into training camp?

DeAndre Houston-Carson will enter year four with the Chicago Bears in 2019. However, a couple of months ago, the Bears were ready to let Houston-Carson test the waters of free agency. Houston-Carson has been up and down from the practice squad, so he was an exclusive rights free agent. However, the Bears decided not to tender Houston-Carson.

This meant that the Chicago Bears would be given a chance to match any offer that Houston-Carson got, but they were letting him test the market, and would not get anything in return if he did leave. Unfortunately for Houston-Carson, he tested the market, saw no offers, and returned to Chicago in late March.

The Bears brought back Houston-Carson on the minimum and for a one-year deal. It is clear that they are okay with keeping him due to his special teams ability, but that they can live without him. This is especially noteworthy with little depth, and nobody in the room signed longterm.

The positive spin is that he is one of four safeties in the room. He is going to have to be active for his special teams ability, and he is not far from having a chance to show that he is worth more than Chicago is offering him.

However, it came out that not only the Chicago Bears, but the entire league views him as a bottom of the roster player who is set to play special teams for the majority of his career. With four years of NFL experience, we seem to know what Houston-Carson is. He is going to make the roster, but the Bears do not want to see him other than on special teams,
