At this point, Chicago Bears fans have no idea what is going on with their new stadium and where they will be playing.
The state of Illinois is working on getting something together to keep the Bears in-state, but Indiana already has a bill that has been passed to bring the team to Hammond. NFL commissioner Roger Goodell was asked at the NFL owners meeting about his thoughts on the Bears' stadium situation.
“They are still playing at Soldier Field, which has got a lot of great tradition, but as far as advancements in regard to the fan experience, I would say it’s not at the top of the list there, so they need to find a solution," Goodell said via CHGO. “It’s really important that they come to a resolution on this relatively soon.”

Bears fans are exhausted by the back-and-forth over the new stadium, as one minute they are playing in Indiana, and the next minute, Illinois is back in the picture. Eventually, there will be a resolution to all of this, but it's going to be messy.
It feels as though it's still a good chance the Bears will stay in Illinois, since the state gets a lot of revenue from the team being there. What the state is hoping to get out of it is making sure taxpayers aren't getting screwed in the deal and that season ticket holders aren't having to pay way more for a new stadium.

Hopefully, in the next month or two, the Bears will have the answer on where the team will play, so the fan base will move on. Until then, everyone is in an annoying holding pattern.
